History of the Journal

“Information Society” research and analytical journal has been published by the Institute of the Information Society in cooperation with the Russian Engineering Academy since 1999. The journal highlights development of the information society both in Russia and abroad. In 1989, it was first published as the “Herald of the Russian IT and Computing Association”, with its name changed for the current in 1997.

Today, the “Information Society” journal is the only Russian edition that consistently and consecutively gives coverage to the state policy on the information society. Its materials aim to shape the Russian community of scientists, experts, politicians and practitioners that persistently study ICT opportunities for social and economic development.

Importance of our journal has grown ever higher due to the adopted Strategy of Information Society Development in the Russian Federation (2008) and the need to take further steps in implementing the Strategy, as well as due to instructions of the President of Russia to set conditions for integration of Russia in the global information society.

Journal subscribers include federal and regional authorities and local self-governments, research and educational institutions, libraries of Russia and CIS countries, non-profit companies and organizations, individual ICT experts.

Yuri Evgenyevich Hohlov

 

Chairman of the Board of Directors of the Institute of the Information Society

Yuri Hohlov graduated from the faculty of mechanics and mathematics of Kazan State University in 1976. At the outset of his career he worked in Kazan State University, Donetsk State University, Mittag-Leffler Institute of the Swedish Academy of Sciences and the Royal Institute of Technology, Steklov Mathematical Institute of the Russian Academy of Sciences, Keldysh Institute of Applied Mathematics of the Russian Academy of Sciences.

Since 1982 until 1988, Dr. Hohlov managed the team of developers of the software simulator of development processes of large gas fields of the Western Siberia. In the beginning of 90-ies, he became one of the founders of the Russian Foundation for Basic Research, and in 1993-1995 he had managed development of the Foundation’s information system that was also used by the Russian Humanities Research Fund.

In 1994-1995, Dr. Hohlov was actively involved in developing and implementing the interagency programme, Research Telecommunications Networks for Science and Higher School (the Ministry of Science and Technology,  Ministry of Education, Russian Academy of Sciences, Russian Foundation for Basic Research). In 1996-1997, he managed development of IT deployment programme in the Russian State Library, where he held the position of Deputy Director. Implementation of this programme was funded by the Commission of European Communities under TACIS initiative. In 1999-2000, he was one of the visionaries and developers of the interagency programme of electronic libraries for 10 Russian ministries and agencies.

In 1996, Dr. Hohlov actively started studying the issues of information society development. He was a member of the Supervisory Board of World Bank’s infoDev Programme, Development of National Dialogue about Telecommunications Policy in Russia (1997). In 1998, together with a number of leading specialists in telecommunications, IT, information policy, library business, high-performance computing and education, he established the Institute of the Information Society – the first Russian independent research and service organization that handled information society issues at the professional level. He is the Chairman of the Board of Directors of the Institute (reelected for the next terms in 2004 and 2009).

In 1999-2001 Dr. Hohlov held the position of the Chairman of IT Section of the International Federation of Library Associations and Institutions (IFLA). He was a member of the international jury of Global Bangemann Challenge (1999) and Stockholm Challenge (2000-2005), member of the Supervisory Board of DELOS, Network of Excellence on Digital Libraries, member of the Presidium of the Europe and Central Asia Virtual University, Chairman of the Expert Panel of E-Development Partnership in Russia. He was also the Chairman of the Expert Panel of the Ministry of Economic Development and Trade of the Russian Federation for regional contests under the Electronic Russia Federal Target  Program (2002-2010), and Deputy Chairman of “Best ICT Region” contest commission held by the Ministry of Economic Development and Trade of RF. Besides, in 2002-2005 Dr. Hohlov was a coordinator of the Regional Network for Europe and Central Asia of UN ICT Task Force

Since September 2000, Dr. Hohlov has been actively involved in implementing the Russia Development Gateway as the technical coordinator.

He took part in developing concept of the Strategy of Information Society Development in Russia (1999-2000).

Since April 1998 until December 2001, Dr. Hohlov was the Chairman of Moscow City Duma’s Public Expert Council for Information, Informatization, Communications, Telecommunications and Television. Since April 2002 until now he holds the position of the head of Moscow City Duma’s Public Expert Council for the Information Society Development.

In 2000-2001, Dr. Hohlov initiated and participated in developing the Concept of Moscow’s Move to the Information Society (approved by the Mayor of Moscow in July, 2001). In 2000-2001, pursuant to the order of Moscow City Duma’s and Moscow Government, the Institute of the Information Society, in collaboration with the above-mentioned Moscow City Duma’s Public Expert Council, and with active participation and with initiative of  Dr. Hohlov, developed Law of Moscow City No. 52 On Information Resources and Informatization of Moscow adopted by Moscow City Duma October 24, 2001.

In 2000, pursuant to the order of the Department of Economic Policy and Development of Moscow and Moscow Committee on Science and Technology, Dr. Hohlov managed development of the methodological basis of Moscow information systems integration. In 2001, pursuant to the order of Moscow Committee on Science and Technology, Dr. Hohlov managed development of suggestions for legal framework of operations of Mostorgi Moscow Electronic Tender System designed to enable procurement of goods and services for federal needs. In 2001-2002, pursuant to the order of the Department of Economic Policy and Development of Moscow and the Department of Science and Industrial Policy, Dr. Hohlov managed development of the concept of the Municipal Target Programme, Comprehensive Programme of Moscow Entering the Information Society (Electronic Moscow). He has been the First Deputy of the Programme General Constructor up to 2010.

In 2000,  Dr. Hohlov became the Corresponding Member of the  Russian Engineering Academy, and in 2004 he was elected a Full Member (Information Systems, Computing and Electronics, Communications and Telecommunications section).

At present, Dr. Hohlov is also the Chairman of the Expert Panel and a member of the Supervisory Board of the Russian E-Development Partnership (PRIOR).

1998

Vitaliy Niyazovich Vezirov

 

Since 1998, V. N. Vezirov held the position of Director of the All-Russian Research Institute of Inter-Industry Information – the federal information analysis center of the defense industry (VIMI).

In 1995, he was awarded the title of the Corresponding Member of the International Academy of Informatization of Information Processes and Technologies, while in 2005, he was awarded the title of academician of the Academy for Quality.

As VIMI leader, V. N. Vezirov managed work intended to solve tasks of widespread industry informatization and government of the state using computing and telecommunications tools, with such work including information analysis research in the field of applying scientific achievements, development of critical defense-industry technologies, as well as a set of measures aimed to ensure technical reequipment of defense industry complex enterprises.

V. N. Vezirov took part in work of interagency commissions preparing solutions of R&D organization, planning and management, state commissions of assessing systems and complexes.

He has gained experience of arranging international level operations, was a member of the Science and Technology Council of the Defense Industry Commission under the Government of the Russian Federation, and a member of the Research Council of the Security Council of the Russian Federation.

Vladimir Vladimirovich Alesenko

 

Doctor of Engineering, Professor, Academician of the International Informatization Academy, Corresponding Member of the Russian Engineering Academy, Director of the All-Russian Research Institute of Inter-Industry Information (VIMI). Awardee of the USSR State Prize (1989) for engineering work.
