Methodological Analysis of the Information Society Concept

The article is devoted to the analysis of conceptualizing the ‘information society’ problem and categorizing this notion. Two well-known models of the emergence of the term – Japanese and American – are considered, and a conclusion is made about their practically equivalent contribution to the development of this topic at some parity of the Japanese model. Article draws attention to the change of the “information” concept and all its derivatives. It is also asserted that despite of some incorrectness of the “information society” concept, today it has a great heuristic potential and needs further methodological justification.

Problem of Staffing the Digital Economy Development in Russia: Bottom-up Approach

The issues related to staffing the Russian digital economy development are considered. It is demonstrated that there are certain difficulties in managing the human resources capacity of the digital economy, emerging due to uncertainty in assessment of both the number of actively working software developers and those who possess such skills and are able to use them in their work. At the same time, high human resource potential of the IT-sector in Russia (4-6% of all programmers in the world) has not yet been transformed into a corresponding high share of the digital economy in Russia's GDP and the share of the Russian digital economy in the world (2.8% in 2016 year and 2.3% of total share of the digital economy (only the G20 countries).
Scientific support for the creation of "Big Data" technologies and their use in researches conducted in various branches of science is also not sufficient for a breakthrough development in Russia. There are just over 1% of all publications in the global scientific space covering this topic.
It is assumed that the development of the digital economy in Russia will require not only (and not so much) concern for staffing, but a high level of creating conditions for work of the highly qualified personnel. Empowered leaders of large scientific, innovative and educational clusters, which are likely to be prototypes of future large companies directly involved in digitization of economic and technological breakthrough, are needed.

Information Component of the Modern World Politics

In this article, the author analyzes impact of the information technology to the modern world politics. The author has focused on three impacting aspects: cyber security, global competition in regulation of the information sphere, open and closed information spaces. It is demonstrated that Russia, like China, stands for the state regulation of the information space, for collective Internet governance with breakdown into sectors of state influence and for strengthening the international legal framework of the information field.

Digitization of the Global World and Role of the State in the Digital Economy

The processes of globalization and digitization of all spheres of human life, wide dissemination of PCs and mobile gadgets, availability of network technologies based on TCP/IP protocols have significantly determined the information society development. On this background, new forms of economic management, aimed at innovative development and increase of international competitiveness, have been gradually emerging.
In this article, the authors briefly review the history of the digitalization of the world economy, analyze the opportunities and prospects of the digital era. General recommendations are given on the main directions of state policy and investments, which may contribute to strengthening existing competitive advantages in traditional sectors of the economy in the nearest future.

Amortization of Human Capital in the Information Society

This article is devoted to the amortization of the human capital in the conditions of the information society. The authors raise the question on how the amortization of educational capital is taking place in modern environment. Points of view with regard to human capital amortization and statistical data characterizing this process are analyzed. The article determines that in knowledge economy, the amortization of human capital is being accelerated.

Role of Educational Migration in Modern World

This article shows the ambiguous role of educational migration, which performs an important function of reproduction, attraction, redistribution and maintenance of the quality of labor potential, and also becomes a compensatory resource in unfavorable demographic conditions (in the conditions of population aging, shortage of students and highly qualified personnel). Educational services constitute a significant part of the economy and ensure growth of GDP. In the meantime, the educational migration creates potential threat of loss of intellectual work force, national self-awareness, ensures balance of country and educational component of educational process.

Cyber War and Confrontation in the Digital Information Space

Information cyberterrorism is a form of politically motivated information violence against a target country. It has certain kinds, types and specific characteristics. Information confrontation in the digital information space is a part of the cyber war, which makes it necessary to control and regulate the information flow coming outside the state.

WWW as an Information Resource for International Tourism

This article examines functional capabilities corresponding to the world trends of using the World Wide Web in international tourism. The use of information and innovation potential of the Internet makes it possible to identify three areas of information support for tourism, such as information and reference resources, information and communication space and information and virtual resources that enable the development of a new type of tourism – e-tourism – based on the innovative technologies. The content of the areas and directions of development are analyzed in the article.
