On the necessity to determine the boundaries of the use of technologies based on elements of Artificial Intelligence

To date, Russian legislation already has norms related to the regulation of artificial intelligence, which, nevertheless, are extremely fragmented and distributed across various legal acts. The absence of clear boundaries in legal norms for the use of artificial intelligence can lead to the fact that rules approved by foreign countries can be forcibly adopted and used in most countries, including Russia. The authors raise the question of possible legal restrictions on the use of artificial intelligence technologies. It is concluded that legislation should determine which individuals and organizations will be allowed to have access to new technologies that may pose a danger to society. The authors consider it relevant to adopt the Concept of the Development of Potentially Dangerous Technologies Based on the Use of Artificial Intelligence. Thus, the development of artificial intelligence leads not only to new opportunities, but also to threats, and accordingly requires a more reasonable organization of society, the state and international relations.
