Abstract

The article analyzes the relationship between the presence of video surveillance systems (in courtyards, entrances and crowded places) and crime rates in Moscow within the framework of the concept of “Crime Prevention through Environmental Design” (CPTED). The results show that a high density of CCTV cameras does not guarantee a reduction in the crime rate, and their installation without a preliminary analysis of the crime situation is ineffective and leads to unjustified budget expenditures. In order to improve security, cameras should be placed in a way that takes into account the concentration of human flows and crime locations, rather than simply increasing their number.
