Legal stimulation of Russian information technology exports in the context of information society development: challenges and prospects

Russia's national development goals in the information society are closely linked to the advancement of information technologies, encompassing technological leadership, state and municipal governance, the economy, and the social sphere. A key indicator of truly achieving technological leadership will be a qualitative shift in the current state of Russian IT exports. Such a change implies not merely a quantitative increase in exports, but their transformation into the formation of international technological cooperation, and the creation of international digital platforms and ecosystems based on Russian IT. This study conducts a comparative legal analysis of the current state of state regulation measures in the field of IT export stimulation. It identifies legal barriers such as administrative obstacles, imperfections in government support, and legal uncertainty in cross-border data transfer and intellectual property protection. Based on legal modeling, a set of legal measures is substantiated to foster IT export growth and development, aimed at ensuring Russia's technological sovereignty and achieving technological leadership.
