Development of theoretical basis, models and methods of managing the processes of forming a system of motivation of actors of the regional economy to participate in the creation and development of new high-tech industries

The article provides a comparative analysis of the development of artificial intelligence (AI) and intelligent robotic systems markets at the global and regional levels. The key success factors of technology startups in China and Sweden are considered, including government support, venture financing and institutional mechanisms. Particular attention is paid to the problems of the Russian innovation ecosystem, such as limited access to in-vestment, bureaucratic barriers and weak integration into global value chains. Using the example of the Kabardino-Balkarian Scientific Center of the Russian Academy of Sciences, a model of a regional innovation system (RIS) is proposed aimed at accelerating the implementation of AI and robotics technologies. The results of the study demonstrate the need for comprehensive measures, including reducing the regulatory burden, stimulating private investment and developing international cooperation to achieve technological leadership.
