Abstract

The leadership of the Socialist Republic of Vietnam views digital transformation as a key pillar of modernization, aimed at balancing state, market, and society, while deepening the country's integration into the regional and global economy. This article examines the progress, prospects, and challenges of digital transformation in Ho Chi Minh City — Vietnam’s largest metropolis and economic hub. Special attention is given to the global context, including the roles of major external actors such as the United States and China. The article also outlines potential avenues for Russian engagement in this dynamic process.
