Abstract

This study addresses southern Russia's energy security amid sanctions and climate challenges. Its agricultural-resort economy creates unique energy consumption patterns overlooked by federal methods. We developed a tailored methodology with seven indices, revealing critical gas dependency, infrastructure risks, and climate vulnerabilities. The toolkit enables regional energy resilience monitoring.
