Abstract

This article examines the history of public policy and strategic planning for the development of the information society in Moscow from 1990 to 2010. Based on a study of key documents and initiatives of city authorities, it analyzes the public policies implemented in each historical period and their impact on the development of the information society. The article identifies the stages of evolution of the strategic approach: from fragmented measures in the 1990s to a comprehensive and coordinated public policy in the 2000s.
