Abstract

Online resources for e-engagement – online votes, discussion of proposed laws, electronic applications and petitions – gain momentum in Russia.  So the reasonable question arises: how efficient are they? The author analyses resources existing in Russia in terms of their impact on national decision-making. The conclusion is made that democratization is actually in progress, but the range of citizens’ influence on authorities’ decision-making is extremely limited.
