Abstract

The formation of digital government is studied in the context of socio-economic factors. Based on the analysis of the e-government development, the stages of implementation of accessibility and openness of executive authorities in the framework of administrative reform are presented. The weak and strong sides of the government accessibility in the e-environment are investigated. The risks of the digital divide associated with not only economic but also status factors are analyzed. The data on the use of digital communication by population associated with the conditions of social and spatial development are presented. The target conditions of transition to the technological platform of digital government are considered, as well as expected results in the short term. The transition from electronic to digital development of public administration is defined as the path to project management through the creation of a new material base and the implementation of the principles of sustainable development. The social components of the transition are shown – the elimination of social Internet exclusion and the reform of the civil service aimed at the selection of personnel capable of working effectively in the digital environment and increasing their motivation.
