Abstract

The mass and one-step transition of all Russian universities to the distance learning format revealed a complex of problems faced by Russian universities. The article, based on online survey methods and included observation, attempts to qualitatively analyze the experience of regional universities in organizing distance learning and to structure the problems from the point of view of both the teaching staff and the student community. Based on this analysis, recommendations are made for the regional system of higher education organization.
