Abstract

The article is devoted to the study of the theoretical aspects of the institutionalization of administrative responsibility for violations of the right to information. The essence of the right to information in the legislation of the Republic of Belarus is disclosed. The problems of defining information as a subject of an administrative offense are considered in their connection with the applied approach to the codification of norms in the Code of the Republic of Belarus on Administrative Offenses and with the properties of information as an object of legal relations. The influence of these problems on the essence of the principle of inevitability of administrative responsibility and the setting of goals for administrative penalties is revealed.
