Abstract

A conceptual framework and a set of indicators for monitoring the economic and non-economic effects of big data technologies were developed. The conceptual framework has two main blocks of indicators: the first deals with the impact of big data technologies on the country’s economy, the second – on other areas (society, ecology, security). Testing of the conceptual monitoring framework BD4DE was carried out by means of expert survey, according to the results of which indirect effects coefficients were calculated; the values of these indicators were comparable with the indicators of the EU countries and the UK. It was found that the most significant effect of working with big data is to improve the quality of services provided (both by public authorities and the private sector), while experts’ opinions were divided regarding the impact on the growth or reduction of employment.
