Big data governance and financial support

Abstract

A framework and a set of indicators developed for monitoring the management system and financing mechanisms for working with big data are presented. The framework includes two components covering the very management system for the development and the use of big data technologies, as well as the mechanisms for financing these works. The availability and effectiveness of the management system for the development and use of big data technologies, the participation of stakeholders in these processes; the presence and condition of the monitoring system and its compliance with international systems; digital leadership and international cooperation in the field of big data ; sources, volumes and models of financing in this area; incentivizing and securing funding for big data activities are determined as main indicators. Methods for measuring monitoring indicators of the considered subject area are proposed.
