Abstract

A framework of BD4DE (Big Data for Digital Economy) and a methodology for monitoring big data technologies use in the digital economy of the Russian Federation are proposed. The analysis of numerous frameworks for monitoring the development and use of digital technologies for socio-economic development (from e-readiness assessments and information society development assessments to digital maturity and digital economy assessments). The BD4DE framework covers the subject areas of monitoring: development and use of big data technologies and their impact on socio-economic development, as well as factors that affect them (government policy and regulation, governance and financing institutions, digital infrastructure, human capital, R&D, information security). Recommendations are given on a system of measurable indicators characterizing the proposed subject areas, sources are indicated.
