Problems of determining the indicators of performance and efficiency of experimental legal regimes in the sphere of digital development

Abstract

Experimental legal regimes are becoming one of the key tools for digital development, including in the field of public administration. At the same time, in the Russian science of public administration and law, the question of how to ensure a systematic assessment of their effectiveness and efficiency, including the compliance of the indicators of such an assessment with the declared goals of introducing these regimes, has not yet been resolved. The article considers the current state of assessing the effectiveness and efficiency of experimental legal regimes, including the development of programs for these regimes. Recommendations are proposed for developing such an assessment and ensuring a systematic relationship between the goals of introducing experimental legal regimes and the indicators reflected in their programs to assess their effectiveness and efficiency.
