Digital transformation of municipal management: ways to optimize and evaluate efficiency

Abstract

The article is devoted to the problems of optimization of municipal management processes and evaluation of the effectiveness of local self-government bodies as the primary level of public authority organization. The purpose of this study is to reveal the potential of municipalities in overcoming barriers of a political, organizational, economic and social nature on the path of digital transformation. The article analyzes the positive experience of introducing state information systems and electronic services into the municipal management system. At the same time, it is noted that in most regions, a significant part of the issues requiring rapid response from local governments still remains beyond the use of modern digital technologies. As a result of the research, the basic principles and tasks of "smart development" in the context of the digital transformation of municipal government are formulated. To radically change the situation, the author suggests taking measures for the speedy transition from an administrative to a service management model, creating municipal management and digital centers in urban districts and municipal districts.
