Abstract

The concept of a smart city is being implemented in many cities, and its provisions are defined in regulatory documents, but its formation in specific cities is often based on elements that depend on the meanings put into the concept by persons implementing it locally. The article presents some results of an expert survey conducted in the Tyumen region. The results of the study indicate that the experts involved in the implementation of the concept clearly understand its main directions, but often focus more attention on the process of its implementation and tools (close to the industry affiliation of informants), rather than the results – sustainability, productivity of cities and improving the quality of life of citizens.
