Training of specialists in the field of computer science and computer technology: problems of regulatory regulation

Abstract

The initial condition for increasing the number of trained IT specialists is personnel forecast and the development on its basis of a strategy for determining Admission Quotas (AQ). Based on the analysis of the dynamics of admission and graduation of IT specialists of the most massive group of training areas – 09.00.00 “Computer Science and Computer Engineering”, the problems of regulatory regulation and the safety of the contingent are identified. The established gap “the number of accepted ‒ AQ” shows that from 2016 to 2022, at least more than 25 thousand. people did not get the opportunity to study undergraduate and graduate programs at the expense of federal budget allocations for full-time education. Based on the analysis of the 3rd and 5th graduates of bachelors and masters, respectively, it was found that the gap "admission‒ graduation" for the first category decreases, and for the second ‒ increases. The author's interpretation of the revealed phenomena is presented and proposals for solving the identified problems are formulated.
