Abstract

The theory of human capital was analyzed, its definition was clarified the features of the conceptual and methodological component were highlighted in the article. The complementary relationship between human, creative and social capital was highlighted. The authors considered the fundamental concepts of creative capital. The problems of the formation and implementation of human capital in Russia were identified. The directions of state regulation for the development of the human capital were proposed.
