ICT and Telecommunications are Now a Part of any Solutions

The discussion points are the role of the World Summit on the Information Society and the International Telecommunication Union in promoting the information and communication technologies and the value of information as a basic condition for development in the modern era. While acknowledging global informatization trends, SMEs contribution in ICT development in national economies is emphasized. Attention is drawn to the importance of strengthening international cooperation in the development and implementation of ICT for sustainable development.

Prospects of Altmetrics Application in Social Sciences and Humanities

Altmetrics was created as an alternative to traditional scientometric and expert approaches. It is aimed to overcome their drawbacks that are especially evident in socio-humanistic sciences. The main tool of altmetric evaluation of magazine articles and other kinds of scientific published materials is calculating comments to them in social networks, blogs and other online services. Main advantages of this new approach includes capabilities to measure social effect made by the research, getting results fast, and flexibility of indicators. At the same time, altmetric criteria have such disadvantages as manipulative capability and susceptibility to “populist” authors’ messages, restricted presence of researchers in social networks. According to the authors, it is still too early to pose a question of applying altmetrics in science management, though it is expedient to use its information-related functions.

New Capabilities of Information Risks Insurance: 15 Years After

The article considers a range of problems that, according to the authors, prevent wide penetration of information risks insurance methods in Russia. The most important problem is identified, which is assessment of information technology security for legal entities and individuals. It requires significant expenses incurred by insurance companies (on expert examination of information technologies), and by customers (on complying with recommendations of insurance companies).
The article offers some methods of reducing information risks insurance costs allowing to extend the area of insurance, from media and processing tools up to information technologies and IT systems in general. The suggested approach is illustrated by examples of using new innovative Russian import-substituting product – protected microcomputers based on “Harvard” microprocessors.
Practical value of the approach in question is that it can be applied for both legal entities and individuals. This will facilitate considerable extension of the Russian market of trusted information technology with insured information risks.

Crowdsourcing: a New Classification for Analysis of New Opportunities

Today, crowdsourcing offers new opportunities to the state, business and society: projects integrating crowdsourcers’ GPS coordinates, sensors’ data and external databases were started us. In order to systematize these opportunities a new classification of crowdsourcing projects is offered. More than 20 examples from the US, Europe and Russia illustrate the basic idea of the article - crowdsourcing has huge potential and requires further studying.

Clouds and More: Important Issues of Information and Library Technologies Development

The article considers libraries’ migration to next-generation of automated library information systems (ALIS) that support cloud technologies and services. Main criteria that should be met by the 4th generation software designed to automate library technologies, resource management and the services rendered to users are stated. Special attention is paid to such important distinguishing feature of new ALISs as their cloud-based application. The article shows main models of rendering cloud services to libraries and their users, such as SaaS è ASP. It also considers options of deploying library-based cloud service data centers having the respective infrastructure. As a practical example of next-generation software tool for libraries, the article shows the MegaPro ALIS that can be used as both classical and cloud-based ALIS called “bibliohosting”.

Internet-Communication of Political Parties: Typological Features and Tools

According to experts, society is not ready to perceive the impact of the Internet on the development of modern civilization in full extent yet. Political life, as many other aspects of society, has changed due to the widespread penetration of the Internet, which is controlled by the government only in a very small extent in comparison with traditional media. The author affirms that the Internet is not only a channel for the dissemination of information, but also a serious political mobilization tool technology.

Mass Media and Inter-Ethnic Interactions

Mass media do not only inform of events, but also play an important role in shaping ideas and opinions of social reality. One of the most illustrative areas of mass media impact is interaction between the local population and migrants that come to Russia. According to the host community and migrants, media impact acts considerable part in whether ethnic discord begins in the area.
