The article provides a brief analysis of the main trends related to digitalization in the economic, political and public spheres. Strategic documents determining development of these processes in Russia are defined. Trends of implementing the e-government concept and use of Internet communications in the activities of political parties, public politicians and civil society institutions are studied.

From the Knowledge Society to the Post-Truth Society: Nonsense as a Socio-Philosophical Category

Nonsense is rarely the subject of philosophical analysis, probably because the term itself is intuitively associated with something insignificant, not requiring any attention. However, the phenomenon of nonsense in modern society clearly deserves more attention, and an attempt to justify is the goal of this work. The object of research is the concept of nonsense as a socio-philosophical characteristic of society. The subject of the research is its manifestation in the conditions of the information society. The article describes main directions of measuring nonsense as a social phenomenon, proposes clarification of its specific characteristics; formulates assumptions about how modern information and communication technologies affect the condition and acceptance of the subject of nonsense, and which of these trends can be traced today.

Prospects for Use of Postal Services and Assets in Smart City Projects

The article substantiates the possibility of participation of the Russian Post in Smart City projects by integrating the information systems of the smart city and the postal services assets to collect city data and support the information processes inherent in the urban economy at the information society stage. The integration will improve the results of smart city management and the provision of municipal services to citizens by postal services technologies that are basic for the digital economy. The transition of postal departments in different countries and the Russian Post to the provision of digital services determines their willingness to become full participants in the Smart City projects launched throughout the world. In order to substantiate the relevance of the study, identify the opinions of citizens in relation to the Smart City projects, the participation of Russian Post in such projects, the authors present the results of the international sources analysis and the online survey of citizens of the Russian Federation. The survey reveals the attitude of respondents to the use of digital technologies, the Internet of Things (IoT) in urban initiatives, and the assessment of the Russian Post capability to participate in implementation of the Smart City projects.

Labor Market Position of Women with Family Responsibilities in the Modern Information Society: Russia and Japan

The article provides a comparative analysis of women employment in the labor market of Japan and Russia in the conditions of the modern information society. It is demonstrated that in Russia in the late twentieth century the share of female labor and the level of women’s economic activity were much higher than in Japan. However, given that in the conditions of the information society over the past few decades, both indicators are growing, and in Japan is growing more rapidly than in Russia, there is a tendency to gradual convergence the values of the corresponding indicators for both countries. As a result, in the near future, the composition of the labor force in both countries may become gender parity. In connection with the employment of women in the labor market, special attention is paid to the issues related to combining performance of family and professional duties by women. It shows that in the conditions of the information society, which contributes to the development of new types and forms of employment, in modern Japan the problem of choosing a family and/or work is still particularly acute, which negatively affects the level of economic activity of women. However, there are prerequisites for smoothing the “double-humped” employment curve of Japanese women and the transition to the “European” model over the next few decades.
It is noted that in Russia the impact of women’s family responsibilities on economic activity is much less apparent than in Japan. Moreover, special attention is paid to the level of education. It is demonstrated that in the conditions of the modern information society the level of education of Russian and Japanese women is not inferior to the values of similar indicators for men. However, women are not full-fledged players in the labor market in both countries. In Russia, a woman’s education contributes mainly to successful employment in the labor market. In Japan, because of the historically stable gender distribution of roles, there is no objective opportunity for women to enter the labor market. It justifies the conclusion that the additional influx of women into the labor market will have a positive impact on the performance of the economy. In Japan, an increase in the number of women in the labor market can offset the decline in the total labor force in the short term. However, this will lead to a continuation of the decline in the birth rate, which in the long term will contribute to the further aging of the population. As a result, demographic and economic problems will become self-replicating.

Peculiarities of IT Specialists’ Motivation in Latvia

The article discusses approaches to the motivation of IT specialists in modern Latvia in the context of various theories, generations and cultures. Classical and modern theories of motivation are categorized and evaluated, and their applicability to the information and communication technology industry is assessed. Contradictions between the existing studies of IT specialists’ motivation and general patterns of motivation processes are revealed.

Russia’s Scientific Background in the Area of Cross-cutting Technologies of Digital Economy

An approach to the analysis of Russia’s scientific background in the field of digital economy cross-cutting technologies is proposed in this work. The approach has been tested by example of cross-cutting technologies applied to priority sectors of the economy and subject areas, which are determined by the program “Digital Economy of the Russian Federation”. A significant difference between Russia and the rest of the world has been revealed in the structure and quantity of scientific achievements. A detailed analysis of the publication activity in the subject area “neurotechnology and artificial intelligence” was carried out, conclusions were made regarding further research directions.

Global Trends in the Digital Transformation of Mining and Metals Industry

Moreover, its development is uneven in individual sectors of the real economy. Bitcoin: Genesis, Practice and Development Prospects. PART 1

The article gives a brief overview of some innovations that have not been properly evaluated by contemporaries, and demonstrates the irreversibility of progress in the digital economy using Bitcoin blockchain technology. In this context, the issues of financial fraud are considered and the arguments of opponents of cryptocurrencies are studied. Examines the characteristics of centralization and decentralization of the functions of the Bitcoin blockchain and the consequent facts of monopoly on the modern stock market. Approaches to determining the price of Bitcoin, as well as problems in the Bitcoin blockchain network and some ways to solve them are discussed. It is shown that this network may evolve as by creating crypto-platform with the independent consensus, and at the expense of crypto-platform, forming a common mining.

Media and Audience: Study of Media Popularity Phenomenon

This article is devoted to study of the phenomenon of “double loss” as a stable characteristic of social behavior in the field of mass communications being conducted. According to the similar concept, there are stable patterns of structuring media popularity – the relationships between the regular (loyal) and irregular parts of the media audience. It is shown that “double losses” are a property of the competitive position of media alternatives with a low popularity compared in comparison with popular media. An empirical analysis confirms the validity of the concept of the “double loss” phenomenon in connection with the structuring of the audience in the national and thematic segments of the modern Russian TV landscape.

Sports Club Dialogue with Fans: a Virtual Case

In the conditions of virtualization of the media landscape, strategic communications in the field of sports are rapidly oriented towards the use of digital technologies and modern web resources. Effective management of virtual media resources is becoming a condition for the presence of a sports club in the information agenda and the commercialization of a sports project. This study presents a model for analyzing the key performance indicators of a sports club website, which is open and accessible to all Internet users.
