E-government in Digital Reality
VASILIEV Vladimir Petrovich

Abstract: The formation of digital government is studied in the context of socio-economic factors. Based on the analysis of the e-government development, the stages of implementation of accessibility and openness of executive authorities in the framework of administrative reform are presented. The weak and strong sides of the government accessibility in the e-environment are investigated. The risks of the digital divide associated with not only economic but also status factors are analyzed. The data on the use of digital communication by population associated with the conditions of social and spatial development are presented. The target conditions of transition to the technological platform of digital government are considered, as well as expected results in the short term. The transition from electronic to digital development of public administration is defined as the path to project management through the creation of a new material base and the implementation of the principles of sustainable development. The social components of the transition are shown – the elimination of social Internet exclusion and the reform of the civil service aimed at the selection of personnel capable of working effectively in the digital environment and increasing their motivation.

Transformative Role of Human Intellectual Capital in the Modern Economy

Abstract: The purpose of the article is to justify the need to distinguish between the concept of human capital and the human component of intellectual capital. Human intellectual capital includes only those human resources that are associated with transformation of the organization, its innovative development. It is shown that the market capital of an organization indicates its past successes, structural capital shows achievements in the present, and human intellectual capital demonstrates how the organization is ready for transformation in the conditions of digital development of the economy and society.

Features of Development and Digitalization of Life Insurance in the Russian Federation

Abstract: During the last years life insurance in Russia is a quickly developing segment of the insurance market: life insurers develop, look for and find new consumers; also they organize partner sales outlets and implement new technologies. The Internet economy modernizes many processes of the conclusion and maintaining the contract of insurance. Life insurers in Russia use IT, they also are engaged in digitalization of the business processes. The analysis of the Russian and foreign scientific sources, publications of the consulting agencies demonstrates that the specifics of life insurance have to be considered at business process automation and digitalization of insurance, but this context has been addressed rather seldom, and in Russia research and publication on the subject are rare. The article is based on an original tactical research of digitalization processes of the insurance market in Russia and the life insurance market as its part. The majority of the external reasons are determined by insufficient activity of life insurers in the digital technologies segment, the low volumes of bonuses collected by insurers through digital sales channels that does not allow to use opportunities provided by digital technologies for scaling up of businesses to the full.

The Ñonceptualization of the Subject Area ‘Digital Economy’ as the Basis for the Development of Its Terminological Framework

Abstract: The article discusses the essence of the notion ‘digital economy’ in the context of its development from its inception to the present. A conceptual framework and approaches to the interpretation of its elements are presented. The meaning of the terms ‘digitization’, ‘digitalization’ and ‘digital transformation’ that are key to understanding the substance of the digital economy is clarified. The problems and prospects of the digital economy terminological apparatus are discussed.

Prospects of Implementation of Cryptocurrencies in Russian Federation

Abstract: The article contains an analysis of possibilities of implementation of cryptocurrencies in Russian Federation. It is demonstrated that the prospects of cryptocurrencies in Russia are not favorable within certain restrictions. An analysis of these limitations is provided. An overview of possible use of cryptocurrencies in Russia under international sanctions is given.

Blockchain Software Solutions in Logistics and Supply Chain Management

Abstract: The growing interest in and expectations from the blockchain applications make many analysts pay close attention to it. In which areas of logistics and supply chain management is blockchain appropriate? What blockchain software solutions are available to Russian companies now? This article investigates the basic functionality of the existing software solutions on the market; a comparative analysis of blockchain platforms used for developing the solutions for logistics is also carried out. The main trends of blockchain application are identified on the basis of the analysis of the project experience on the use of blockchain in logistics and supply chain management in Russia and abroad. The problems, limitations and conditions of blockchain implementation are also determined.

“Digital Traces” and Value Dimensions of Singular Goods

Abstract: The experience goods market is actively growing within the information society. Despite the current discussion in the field of the economic sociology and the growing volume of data on the subject, there is a deficit of empirical works that study mechanisms of experience goods evaluation. In this paper, authors examine the role of digital traces in the process of selection and evaluation of experience goods (on the cases of city attractions, hotels and brands), using the data from the internet platforms containing reviews and discussions about goods and experiences. Most popular methods of opinion analysis, examples of methods’ usage and the main pros and cons of these methods are given.

Transformation of Educational Trajectories of MSU Masters

Abstract: In any period of the emergence of a new mainstream in the country’s economy, such as digitalization right now, obviously there is a lack of specialists in this new field, because practice usually outruns the theory, at first. Now we are witnessing this in ICT sector and IT industry. The vast majority of relevant documents and publications indicates that the increase in the number of graduates for the sector is necessary. But the author illustrates through specific examples from the educational environment of the Moscow State University that at the moment there is an underestimated possibility of creating “counter flow”. The way to form a “counter flow” is the development of digital competencies in those students who do not have an ultimate goal in becoming specialists in IT/ICT (#NOTIT). By acquiring such competencies at senior courses or after graduation they will be able to understand each other with software developers and modern engineers better; to perform their work much faster, by solving the part of the task, usually addressed to programmers; to clearly assign the task for IT specialists for further implementation; and, as a result, they will have an increase in their motivation. An important point is the right choice of age in which it is comfortable to receive digital knowledge and skills by specialists (#NOTIT).

Visualization of Legislation: Future or Reality?

Abstract: The article consideres various aspects of the visualization of legislation. The rapid development of information technology determines intensive use of visual aids and multimedia tools in different areas of public life. Jurisprudence does not use the full potential of visual aids, that leads to difficulties in the perception of normative legal acts by subjects of law realization. Based on the analysis of legislative texts studies and possible tools for visualizing legislation, the authors have identified some existing problems and suggested ways of resolving them.
