The results of modeling the assessment of the impact of human capital on the basis of research institutions on the development of Russian regions

The purpose of this work is to analyze the results of the practical implementation of two mathematical models that reflect the impact of human capital on the development of Russian regions: a model for assessing human capital in the system of science using the example of agricultural research institutes and a model for assessing the impact of the obtained human capital on the socio-economic situation of regions. For this purpose, appropriate methods were developed, on the basis of which monitoring and analysis of information scientific and educational resources on the websites of agricultural research institutions and regional socio-economic ratings was carried out in 2021-2022. The results of the 2022 monitoring analysis were compared with similar data from the 2017 monitoring analysis. It is shown that over this period of time, the influence of human capital, formed on the basis of agricultural science, on regional development has decreased, the regularity of which is statistically confirmed by calculations of Spearman's correlation coefficients. This fact is explained by the measures taken to stimulate only the publication effectiveness of scientists by the regulatory authorities, which led to a significant decrease in quantitative and qualitative terms of information scientific and educational resources on the websites of the institutions under study. Thus, it was demonstrated that agricultural science could not give an adequate response to the emerging demands from business, managers, and the population for tough sanctions.
