Abstract

The purpose of the study is to identify the key problems of legal regulation of the use of UAVs and the information obtained with their help, to develop theoretical and applied provisions for adjusting legal norms in the context of balancing the security and efficiency of using UAVs in the modern information society. As a result of the study, it was found that there are terminological conflicts in the existing system of norms, it was proposed to exclude the definitions of UAV and related concepts from by-laws, replacing them with a blanket reference to the Air Code of the Russian Federation. The legal barriers to the use of airspace and the organization of UAV flights for the performance of aviation work are critically analyzed. It has been established that in a number of cases the provisions of regulatory legal acts contradict each other, and there is also a lack of legal mechanisms for the implementation and control of established requirements. Taking into account the instructions of the President of the Russian Federation on the development of unmanned aircraft, recommendations are formulated for improving legislative regulation, taking into account varying degrees of risks depending on the level of autonomy of the UAV flight (remote piloting or automatic mode).
