Abstract

This article analyzes Russian and foreign practice of submitting citizens' appeals received by authorities through various channels using the Internet. Almost all international and national programs and concepts of electronic (digital) government include provisions on ensuring communications between society and the state through IT technologies and artificial intelligence. The study sets the task of comparing the organizational and legal mechanisms of electronic appeals from citizens to authorities in 5 BRICS countries.
