Abstract

This paper examines the guiding principles of the Charter “On the Preservation of Digital Heritage” recommended by UNESCO as a basis for ensuring the cultural sovereignty of the participating States. Cultural sovereignty is the right of countries to protect and develop their cultural heritage, including modern digital forms. The international covenant emphasizes the importance of preserving digital cultural heritage sites in the global information space by states in the context of rapid technological progress and digital transformation processes, which is especially important for the Russian segment of the global Internet. The key problems for Russia are the preservation of national identity and protection from external pseudo-cultural influences.
