Theoretical and legal aspects of the interaction of ethical and legal norms in the regulation of digital technologies

The article explores the fundamental issues of the interaction of ethical and legal norms in the context of digital technology regulation. The theoretical foundations of the convergence of various regulatory systems in the context of the digital transformation of public relations are analyzed. Special attention is paid to the mechanisms of implementation of ethical principles in the legal field, the problems of algorithmic transparency and the formation of hybrid regulatory structures. Debatable issues about the nature of digital law, its place in the system of legal regulation and the specifics of rulemaking in the context of rapid technological development are considered. The authors have attempted to conceptualize a new paradigm of legal regulation based on a synthesis of legal imperatives and ethical standards. The article substantiates the need to form an integrated approach to the regulatory provision of the digital environment, taking into account both traditional legal mechanisms and specific ethical requirements due to the peculiarities of the functioning of digital technologies.
