Brain Drain in Computer and Information Sciences: a Bibliometric Estimate

Abstract

The article proposes a methodology for assessing the scope and identifying areas of intellectual migration based on bibliometric information. Analysis of the Russian authors’ publication activity in computer sciences in the period of 2008-2016 shows that approximately 250 scientists can be considered emigrants. Within the framework of the study, three standard models of Russian scientists’ migration were identified. The results obtained can hardly indicate a large-scale “brain drain”. At the same time, only 10% of scientists bear the marks of returning to their homeland.
