Abstract

The right to information is presented as an ordered system of competences, as well as restrictions and prohibitions, which are used in connection with the provision of the balance of interests of man, society and the state as participants in information relations. Within the framework of the legal regime of open information, it considered active and passive forms of exercising the right to information. Within the framework of the legal regime of restricted information – some legal values, which founds the possibility of restriction of the right to information.
