Abstract

This article explores the crucial role of state policy in driving digital development. It analyzes the factors influencing digital policies at international, national, and regional levels. The study proposes specific indicators and tools to assess the effectiveness of digital development policies at national or regional levels, as well as within specific sectors. A pilot implementation of this assessment is conducted in several priority sectors of the Russian Federation. The article concludes with recommendations for improving state policies related to sectoral digital transformation.
