Digital Divide Concept by Jan van Dijk

The article considers the concept of social inequality (digital divide concept) developed by the Dutch sociologist Jan van Dijk. The digital divide (or digital barrier) in modern science is defined. The features and elements of Jan van Dijk’s concept are revealed. The possibilities and limitations of the presented concept related to studying digital inequality in modern Russian society are analyzed.

Russia in the Era of Digital Transformation: Possible Models for Social and Economic Development

The article is devoted to the theoretical insights into development regularities of human system and to the research of possible social and economic development models in the era of digital transformation. The study demonstrated that in the conditions of Industry 4.0 technological revolution marked by rapid emerging of various digital devices and technologies of the 21st century there are three possible models for social and economic development. Depending on the development goals, the models can forge different relations between state, society, business, and specific individuals. The authors has proven that the only model of the above-mentioned ones is capable of providing sustainable development and creating a new model for economic development commensurate with the digital technologies of the 21st century.

Overton Window as a Mean of Dehumanization of the West in the Information Society

Modern Western values are undergoing a creeping transformation. There is an aggressive attack on the healthy culture of “new values”. Sexual promiscuity, tolerance to homosexuality, same-sex marriage and other phenomena leading to dehumanization of the society are being promoted. Influential transnational actors spread new values with the purpose of dehumanization of population of the whole countries, atomization of the societies, depopulation, neutralization of social protest against the treacherous transnational capital. The article presents the mechanism of the “Overton window” technology implementation based on the example of the new values advocacy in the West. The novelty of the author’s approach is the determination of ideas-goals and ideas-means in the “Overton window” mechanism functioning.

Harmful Effects of Medical Electronic Equipment and Its Waste on Human Health and the Environment

Effects of medical electronic equipment and their waste on human health and the environment are examined in the article. Sanitary and epidemiological standards and regulating documents related to potential threats caused by such hazardous effects are considered.

International Scientific Cooperation and Publication Activity of Russian Scientists in the Field of Computer Science in 1993-2017: Interdisciplinary and Cross-Country Comparative Analysis

Brain Drain in Computer and Information Sciences: a Bibliometric Estimate

The article proposes a methodology for assessing the scope and identifying areas of intellectual migration based on bibliometric information. Analysis of the Russian authors’ publication activity in computer sciences in the period of 2008-2016 shows that approximately 250 scientists can be considered emigrants. Within the framework of the study, three standard models of Russian scientists’ migration were identified. The results obtained can hardly indicate a large-scale “brain drain”. At the same time, only 10% of scientists bear the marks of returning to their homeland.

Public Access to Results of Scientific and Technological Development: Legal Aspects

The article is devoted to legal aspects of providing public access to scientific results protected by intellectual property rights. Acknowledging impermissibility of unlimited use of exclusive rights for the protection of research outcomes, the author comes up with the question, whether the results of research activity shall be categorized separately and in a specific way. Legal instruments, employed in national legislation and in international treaties to limit the exclusive rights in situations, when public interests are in question, are analyzed in the light of their relevance to the goals of providing access to scientific developments.

Specificity of Professional Paths in the Field of Online Advertising (Based on the Biographies of Representatives of the Digital Agencies Segment)

Based on the analysis of biographies of representatives of Russian digital agencies the manpower trends in the field of online advertising are considered in the article. The choice of such direction and its relevance is substantiated. The results of research relieve the characteristics of the direction being studied in the context of current trends.

“Soft Power” and Destructive Influence Technology in the Information Society

The acceleration of globalization has led to the technologization of political activities on the local and global levels. A prominent place in the technologization of political activities is occupied by the “soft power” technology. “Soft power” technology is a collection of techniques, methods and procedures, which are necessary to perform power functions of the global political actors at the global level aimed at improving the efficiency of their influence and control the political process in the country or region in order to achieve national interests and desired results in the field of international relations. Such a technology manifests itself as a technology of political processes management at the global level and contributes to the realization of the power and interests of global political leaders.
